US plans to grant licenses for firms to sell (some) goods to blacklisted Huawei

CNBC is reporting that the President may allow US firms to sell some "nonsensitive" goods to the blacklisted Chinese firm Huawei.

So, is this the compromise we'd been expecting for trade talks set to resume today?
